Workstreams
The Dialogue Group operates through four specialized workstreams, each dedicated to a core aspect of justice and accountability.
Workstream 1.
Assistance to Ukraine
Focus:
Provision of technical assistance, capacity-building and equipment to Ukrainian authorities in support of accountability actions. This will draw on the coordination activities already being undertaken by the Atrocity Crimes Advisory Group, the European External Action Service (EEAS) and the European Commission, European Union Advisory Mission Ukraine (EUAM) and other actors/partners. Initiatives related to ensuring full accountability, including for the crime of aggression, and operations of the international register of damage to address reparations.

Participants:
National, regional, and international entities, States (members of the Dialogue Group), EU institutions, bodies and entities – including the EU Advisory Mission Ukraine – and UN agencies, engaged in the provision of support to Ukrainian authorities for the documentation and investigation of atrocity crimes committed in Ukraine.
Workstream 2.
Action by Regional and International Institutions
Focus:
Action being undertaken by regional and international institutions pursuant to their mandates, including engagement with witnesses and survivors, documentation and collection of information and evidence.
Co-Chairs:
International Criminal Court / Ukraine Prosecutor General’s Office
Participants:
International and regional organisations incl. International Criminal Court, Office of the United Nations High Commissioner for Human Rights and the UN Commission of Inquiry for Ukraine, the Organisation for Security and Co-operation in Europe (OSCE), Council of Europe, and IBA.
Workstream 3.
National Investigations
Focus
Support to domestic authorities aimed at improving their capacities in investigating and documenting international crimes and human rights violations in Ukraine. The workstream aims to promote understanding of key challenges faced in national investigative work and jointly identify solutions at a policy level. This does not involve operational discussions or judicial cooperation.

Eurojust / Ukraine Prosecutor General’s Office
Participants:
Eurojust, Ukrainian and other national authorities undertaking investigations in relation to crimes committed in Ukraine, Europol, EU Advisory Mission Ukraine.
Workstream 4.
Civil Society Support for Accountability
Focus
Engagement and support of civil society organisations (CSOs) in accountability efforts in Ukraine and the realisation of victims’ rights.
The Workstream is composed of Ukrainian national, regional and international CSOs working to ensure access to justice for victims in Ukraine. Workstream members work on a range of issues such as documentation, support and assistance to victims’ justice advocacy, domestic and international legal reforms, and litigation.
The Workstream contributes to the visibility of CSO efforts among other three Workstreams and members of the Dialogue Group, and serves a platform for sharing CSO expertise, analysis, and advocacy recommendations.
